South Africa is considering legal ramifications after Russian President Vladimir Putin declined to physically attend the BRICS summit in Johannesburg. The absence of Putin was confirmed by South African President Cyril Ramaphosa.
Ramaphosa has sought permission from the International Criminal Court (ICC) regarding Putin's presence. The ICC has issued a warrant for Putin's arrest over alleged war crimes and crimes against humanity committed during Russia's invasion of Ukraine.
South Africa's Foreign Ministry cited "logistical issues" as the reason for Putin's absence, but sources close to the matter suggest concerns over the ICC warrant may have played a role. The summit will bring together leaders from Brazil, Russia, India, China, and South Africa.
